Concept
In the Japanese city losing the most young people, local business owners turn high-schoolers' and students' voices into working prototypes — their analog resources × Claude Code — in a weekend hackathon that uses the whole city as its venue.
Why
Sasebo has the worst net outflow of young people of any municipality in Japan (MIC "2025 Basic Resident Register Population Migration Report"; net outflow 1,813 — its first #1, up from 5th; the largest leaving cohort is ages 20–24, at 1,735).
Local SMEs have no HR, designers or engineers — yet some owners with Claude Code have quit their golf hobby and, like fish to water, started quietly building tools for themselves (true story). The players have emerged; the groundwork is ready.
Now, let's start a local movement where adults seriously listen to the young and answer — at full force — with their own resources and AI.
What
A 48-hour, city-wide weekend hackathon. Pre-phase: survey 1,000+ young people on what they love/hate about Sasebo (via the principals' association mailing list and the city's school channels) → AI broad-listening visualizes the city's real challenges, which seed the build.
Who
Opening & showcase: open to everyone.
Hackathon track: key players invited by the organizers from across Nagasaki (owners + university students + engineers, in and out of the region; interviews keep surfacing hidden heavy users).
High-schoolers/youth take part as stakeholders who voice the problems — and judge the final showcase (Claude use is 18+).
Run by the Ambassador (Nishinobu) + volunteer owner-friends + a selected team from Nagasaki Prefectural University's entrepreneurship circle.
Where (city as venue)
Opening: Sankamachi shopping arcade (downtown street reserved for a public kickoff, with the city's cooperation).
Team build sites (within walking distance): on°C / Core Innovation Center at Nagiri Park / "NSK Connect Base" (the city's vacant-store hub).
Final showcase: Arkas SASEBO civic hall (large public audience).
When / Scale
A weekend from late July to August 2026 (e.g. Fri 7/24 eve – Sun 7/26; ~1 month of prep). Aiming to be Japan's first official regional event of the program.
Hackathon track: 6 teams × ~4 people ≈ 20 builders; ~30–40 core. Opening & showcase: 100–200 incl. public.

By combining a social challenge (here, Japan's #1 outflow) × local SME owners & key players × the stakeholders (the young) × the public sector, we build a strong Claude community rooted in civic pride, answering Anthropic's mission head-on — a replicable model born in the regions, a global prototype of a citizen-led, non-engineer hackathon assembled from Sasebo.
Series: Vol.1 youth outflow / Vol.2 tourism (Huis Ten Bosch) / Vol.3 agriculture or welfare — each gathering that industry's key players across Nagasaki & west Kyushu to build with Claude Code; a recurring series and a hub to spread Claude Code across the region.
